At least 14 people were killed on Wednesday afternoon when a couple armed with assault weapons opened fire at a social services agency Christmas event.
Authorities have identified the couple as Syed Rizwan Farook, 28, and his wife Tashfeen Malik, 27.
Jarrod Burguan, the San Bernardino police chief, said Farook attended the Christmas party – stormed out and later returned to open fire.
In 2015, there have been more than 350 shootings in which four or more people were wounded.
In the wake of the shooting, President Obama has repeated his call for stronger gun control.
“The one thing we do know is that we have pattern now of mass shooting in this country that has no parallel anywhere else in the world.”
