Two hundred members of the Russian parliament voted yesterday to pardon accused leaders of uprisings against Mikhail Gorbachev and Boris Yeltsin but failed to turn the resolution into law, Reuter reports from Moscow. The 200-75 vote fell short of the Duma's required majority of 223.
