The former Soviet republic of Azerbaijan declared a state of emergency yesterday as battles with Armenian forces raged inside its borders, Reuter reports from Moscow. Azeri news agencies said President Abulfaz Elchibey signed a decree imposing emergency steps because of 'Armenian military aggression' and in order to defend Azeri statehood. He ordered a curfew and banned political activity by parties and movements that might destabilise the state.
