SANTO DOMINGO - President Joaquin Balaguer of the Dominican Republic won most votes in the May elections, according to the commission that conducted a review of the vote. Final official results gave Mr Balaguer a margin of 22,281 votes over the opposition candidate, Jose Francisco Pena Gomez. AP
