CommentsMANILA (AFP) - The Philippine President, Fidel Ramos, lifted a 35-year ban on the Communist Party and freed 48 left-wing guerrillas from jail, calling on insurgents to help work for a negotiated peace. Others detained for subversion are having their cases reviewed.
