NEW YORK (Reuter) - The UN Security Council urged the General Assembly yesterday to bar the rump state of Yugoslavia, now comprising only Serbia and Montenegro, and make it put in a new application for UN membership. The vote on the unprecedented resolution was 12 in favour and none against, with three abstentions.
