Nato Secretary General Javier Solana gave his personal commitment yesterday that indicted Bosnian war criminals will face an international tribunal before the international community leaves the area.
He stressed, however, that arrests of indicted war criminals would be made by international forces in Bosnia only when tactically possible. "If you meet a war criminal surrounded by 100 people ... then you have no obligation to arrest," Mr Solana said. However, he noted that sealed indictments against war criminals allowed for better preparation for arrests. Reuters - Washington
