President Bush will give a keynote speech on economic policy to the Detroit Business Club today, followed by a potted version in a paid-for, prime-time, television address to the nation. The speech - in effect an admission that his vague acceptance speech at the Republican convention last month was a failure - is expected to offer tax breaks for small businesses.
Governor Clinton, meanwhile, tried out a powerful new stump speech before a convention of black Baptists in Atlanta yesterday, presenting himself as the leader of the 'We can' party against the 'We can't' Republicans.
