HONG KONG (Reuter) - Peking should make its own plans for political change after 1997 if the colony's legislature approves Governor Chris Patten's reform proposals, Tsui Sze Man, one of China's leading advisers on Hong Kong, said.
Mr Patten's package, if passed by the Legislative Council (Legco), would allow Hong Kong people to elect the majority of the council's members in 1995.
