PHNOM PENH - Negotiations to secure the release of three Western hostages held by Khmer Rouge guerrillas in Cambodia have resumed, a senior army commander said yesterday. The commander, closely involved in efforts to free the three, asked not to be named but confirmed that a food parcel had been delivered. The rebels have renewed their demand for a ransom after dropping the demand in return for political concessions. Reuter
