BRUSSELS - A Belgian parliamentary commission said yesterday it had decided not to refer the Foreign Minister, Willy Claes, to the country's top court for questioning over a financial scandal. Mr Claes, who is also a deputy prime minister in Belgium's coalition government, had threatened to resign if the commission sent him to court. Reuter
