LITTLE ROCK (Reuter) - President-elect Bill Clinton named the Democratic Party Chairman, Ron Brown, yesterday to be the first black member of his cabinet, nominating him to serve as commerce secretary.

The president-elect also named a childhood friend, Thomas 'Mack' McLarty, 46, to the key post of White House chief of staff. Mr McLarty is chairman and chief executive of Arkla Inc, a natural gas company. Mr Clinton described Mr Brown, 51, as someone who 'will make the department of commerce a powerhouse'.
