MADRID (AP) - The second- ranking official in the Civil Guard's anti-drug squad was under arrest yesterday for allegedly using cocaine to pay off informants. Commander Ramon Pindado Martinez allegedly ordered an informant paid three kilograms of cocaine in exchange for tips on drug shipments, the newspaper El Pais reported.
