LOS ANGELES - The budget crisis in California is nearing an end after two months of political deadlock during which it paid its bills with IOU notes, writes Phil Reeves.

The Democrat-controlled legislature passed a dollars 58bn ( pounds 29m) spending plan that involves deep cuts in health, welfare and local government.
