Zagreb - Croatia promised to meet standards of democracy demanded by the Council of Europe after the key Western body shelved Zagreb's membership bid because of President Franjo Tudjman's autocratic style. After two days of silence, his government expressed "regret" about the Council's decision on Tuesday to put Croatia's application on indefinite hold after indicating last month that it would be approved.
