NEW YORK (Reuter) - General Raoul Cedras, Haiti's military leader, signed a UN plan yesterday to restore democracy to Haiti, and the United Nations said that the country's ousted president, Jean-Bertrand Aristide, planned to sign the agreement later in the day. The developments set the stage for Mr Aristide to return to power in the next few months and end almost two years of political crisis.
