Alma-Ata - Deputies in Kazakhstan yesterday accused President Nursultan Nazar bayev of dictatorship after he dissolved parliament and said he would rule by decree, pending new elections. He disbanded the legislature on Saturday at the climax of a constitutional crisis sparked by a court ruling that last year's elections were illegal.
