Seoul - President Kim Young Sam's ruling Democratic Liberal Party suffered a crushing defeat in South Korea's landmark local elections, leaving him facing difficulties in relations with North Korea. The party lost Seoul and nine of the 14 other key cities and provinces contested in the first local polls in 34 years.
