MEXICO CITY - Eight Mexican presidential candidates signed a pact for a free and peaceful vote in next month's elections, proposed by the Interior Ministry. But the main left-wing opposition leader, Cuauhtemoc Cardenas, who many believe was robbed of victory in the last presidential elections in 1988, refused to sign because of suspected fraud. (Reuter)
