Washington (Reuter) - The United States and Russia had made 'real progress' in negotiations on additional cuts in long-range nuclear weapons but were not yet ready to sign a Start-2 treaty. Mr Bush was speaking after a 30-minute phone conversation with Boris Yeltsin yesterday.
