AMSTERDAM (Reuter) - Dutch provincial authorities have ruled that the council in Noordoostpolder must provide paid sex for a 31-year-old severely handicapped man unable to have normal physical relations. The town must cover part of the cost for the man to have sex once a month with a woman who specialises in serving the handicapped.
