Jacques Delors, President of the European Commission, said yesterday that the world's leading industrial nations are apparently incapable of leading the global economy out of stagnation, AP reports from Washington.

'The Group of Seven should be setting an example,' he said. 'But all it can offer is platitudes, apparently incapable, for the moment at least, of finding a way out of the crisis.' Mr Delors was addressing the International Management and Development Institute.
