The ruling Congress Party took a drubbing in local by-elections, the first since Hindu-Muslim riots this year, AP reports from New Delhi. Results showed gains for the Hindu fundamentalist Bharatiya Janata Party. Of 16 state assembly seats contested, the BJP won five to Congress's four.
