NIKOLAYEV (Reuter) - Ukraine launched the flagship of its future independent fleet yesterday to the cheers of thousands of sailors and dockers. 'I feel elated. It is a historic day for the Ukrainian navy,' Rear-Admiral Boris Kozhin, commander of the Ukrainian navy, told the crowd which watched the 6,000-ton Slavutich slide down the slipway.
