BRUSSELS (Reuter) - Britain intends to promote measures to combat unemployment during its presidency of the European Community, the Employment Minister, Gillian Shepherd, said. 'The theme for the UK presidency in social affairs is 'A Community at Work',' she told the European Parliament.
