MOSCOW (Reuter) - Latvia appealed for international help yesterday to halt forest fires raging through the Baltic republic and advancing on Russian army bases. Police, border guards and other volunteers battled the flames but were short of firefighting equipment.
A Foreign Ministry spokesman said Swedish and Finnish experts had already toured the fire areas and French engineers were on their way.
