Manfred Worner, the Nato Secretary-General, brushing aside a stern warning of possible Russian military counter-measures, said Nato was moving closer to admitting East European countries as members, Reuter reports from London. 'I sense a growing consensus that, in principle, the Alliance should open up to new members,' he said.
