LONDON - Britain is seeking to 'put flesh on the bones' of the Maastricht treaty, to overcome objections about Commission powers, Tristan Garel-Jones, the Foreign Office minister, said, writes Colin Brown. His remarks were seen as confirming that British ministers are working on a declaration to add to the treaty at the EC summit in December, to clarify limitation of the powers.
