Moscow (Reuter) - The former Soviet president, Mikhail Gorbachev, has declined to appear before Russia's Constitutional Court, now weighing the fate of the banned Communist Party he once headed. Itar-Tass news agency said Mr Gorbachev praised the judicial body as a key element in Russia's democracy but said his appearance would only be exploited by the competing sides.
