MINSK (Reuter) - Parliament in Belarus ratified the Start 1 arms treaty yesterday, leaving Ukraine as the only former Soviet republic yet to ratify the nuclear disarmament pact. Parliament also approved Belarus's adherence to the Non- Proliferation Treaty.
