BONN - The political confusion surrounding Germany's participation in the military monitoring of UN sanctions against Serbia and Montenegro reached new heights yesterday with the decision to recall Parliament from holdiday for an emergency debate next Wednesday, writes John Eisenhammer.

Issuing demands that the Defence Minister, Volker Ruhe, order the pull-back of the Bundeswehr's destroyer, Bayern, and the three reconnaisance aircraft from the international monitoring operation off the Yugoslav coast, the opposition Social Democrats said they intended to make use of the emergency debate to challenge the government.
