Amnesty International accused Portugal of failing to bring police and prison officers accused of torture to justice, despite signing the UN Convention against Torture in 1989, Reuter reports from London.
'The failure of the Portuguese authorities to bring officers accused of torture and ill-treatment to justice is a major human rights problem,' Amnesty said.
