Warsaw (Reuter) - The Polish parliament started to debate constitutional amendments that would give greater powers to the government and the president. If passed, the 'small constitution' would allow the government to decree urgent economic legislation before it is voted on by parliament and empower the president to nominate a prime minister and his cabinet.
