MOSCOW - Russia's conservative parliamentary chairman, Ruslan Khasbulatov, showed his contempt for Boris Yeltsin yesterday by persuading the assembly to put off discussion of the President's proposal for a constitutional accord, writes Helen Womack.
An aide close to Mr Yeltsin was quoted as saying yesterday that a referendum to decide who rules Russia - president or parliament - would definitely go ahead on 11 April.
