LJUBLJANA (Reuter) - Slovenia's ex-Communist president, Milan Kucan, was heading for certain victory after Sunday's elections, while the ruling Liberal Democratic Party emerged as the biggest group in parliament. With 78 per cent of the presidential ballots counted, Mr Kucan had 63.9 per cent. The ultra-nationalist Slovenian National Party, which Mr Kucan has compared to the German neo-Nazi movement, gathered 10 per cent of votes.
