WASHINGTON - President Bill Clinton said yesterday that the next phase in US assistance to South Africa would support dollars 500m ( pounds 316m) worth of new housing and help bring electricity and health care to black townships. At a joint news conference with the visiting South African President, Nelson Mandela, Mr Clinton said the assistance 'would help heal the legacy of apartheid', which was rolled back on Mr Mandela's election.
