The US, unveiling the Clinton administration's plan to promote democracy and personal freedoms worldwide, called yesterday for appointment of a UN High Commissioner for Human Rights, Reuter reports from Geneva. The plan, aimed at strengthening the UN role in protecting human rights and turning the spotlight on violators, was presented to a news conference by a senior US rights official, Kenneth Blackwell.
