Seventeen armed white extremists occupying a 19th-century fort near Pretoria surrendered early yesterday, Reuter reports from Johannesburg. But their leader, Willem Ratte, escaped. The Police Commissioner said the men gave themselves up 24 hours after they occupied Fort Schanskop in a symbolic protest at the installation of the multi-racial Transitional Executive Council.
