HELSINKI - Finland is expected to back membership of the European Union in a referendum on Sunday, a move that would expand the grouping into the Arctic and up to Russia's border. Opinion polls and politicians predict victory for the Yes vote in Finland's most important peacetime decision since it broke away from Russia in 1917. Reuter
