EXCITING NEWS from Latvia. The authorities are planning to open a debtors' prison, last used during the country's short period of independence before the Second World War. The jail is designed for tax dodgers and shifty businessmen who run up large unsecured loans. Officials in Riga last week were assuring the good citizens that they would not be put behind bars if they failed to pay their heating bills. London's debtors' prison was the Marshallsea; perhaps Riga's should be called the Balticsea.
