ANIMALS can't vote - yet - in European elections, but one horse in Vienna made its mark anyway. On the prowl for support in today's referendum on joining the European Union, Brigitte Ederer, Austria's EU minister, stopped to chat with one of the bowler-hatted coachmen who take tourists around central Vienna. His horse, obviously an opponent, bit her arm, leaving teethmarks.
