PARIS (AP) - France banned imports of toxic PCBs from Australia yesterday after police arrested about 20 Greenpeace protesters trying to block the container ship Maria Laura from unloading the waste. The Environment Minister, Segolene Royal, told Ros Kelly, her Australian counterpart, that the 18-ton shipment of PCBs unloaded at Le Havre for incineration in St Vulbas would be the last.
