The United States will exhaust all political, economic and diplomatic means before contemplating a miltary intervention in Haiti, a top Clinton administration official said, Reuter reports from Washington. The Deputy Secretary of State, Strobe Talbott, said Washington had not ruled out force but was more hopeful it could be avoided on the basis of talks with its Latin American and Caribbean allies in recent days.
