The United Nations Secretary-General, Boutros Boutros-Ghali, recommended that the Security Council suspend oil and arms embargoes on Haiti and release frozen Haitian assets, AP reports from New York. The recommendation was made after MPs approved Robert Malval as Haiti's new Prime Minister.
