Hopes of a quick settlement of Haiti's political crisis hit a stumbling block yesterday as Jean- Bertrand Aristide, the exiled President, demanded that talks with Haiti's military rulers should centre on his speedy return to power, Reuter reports from New York.

As a global UN arms and oil embargo took effect yesterday, Fr Aristide's conditions cast into doubt his planned meeting this weekend with General Raoul Cedras.
