Douglas Hurd, the Foreign Secretary, said that London was cautious about letting Germany gain a permanent seat in the UN Security Council, Reuter reports from Bonn.
'Britain is not fundamentally against every change (of the Security Council), but we have asked for caution,' he told Bonn's General Anzeiger newspaper. Bonn's call - and that of Japan - for a seat would need a change in the UN Charter and could prompt political wrangling.
