Indian minister denies N-test plans

New Delhi - India did not plan to conduct a nuclear test, said the Foreign Minister, Pranab Mukherjee, who said that reports to this effect were speculative and baseless. The New York Times, quoting US satellite data, reported last week that Delhi might be preparing a test
