Mexico City - The former head of intelligence of Mexico's Federal Judicial Police has been arrested on torture charges. Enrique Arenal Alonso was detained on Monday on charges that he used torture against suspects while investigating the 1994 assassination of Jose Francisco Ruiz Massieu, secretary-general of the ruling Institutional Revolutionary Party.
