Norfolk County District Attorney Jeffrey Locke yesterday abandoned an investigation into whether Michael Kennedy had sex with an under-age baby sitter, saying the teenager had refused to co-operate.

If he had had sex with her before she was 16, it would have constituted statutory rape under Massachusetts law. Mr Kennedy is a son of Ethel Kennedy and the late Senator Robert Kennedy.
