WASHINGTON - The Kenyan government of Daniel arap Moi failed to address human rights concerns and international aid commitments should be reconsidered, a human rights group said. In its report, Multipartyism Betrayed in Kenya, to be published today, Human Rights Watch Africa said the rights of citizens to freedom of expression, association and assembly were 'routinely violated by the government'.
